Course Overview
The TLILIC0005 – Licence to operate a boom-type elevating work platform is the mandatory course for operating boom lifts with a boom length of 11 metres or more. This unit leads to a WP High Risk Work Licence issued by WorkSafe WA, allowing you to legally operate large boom-type EWPs on construction, shutdown, and industrial sites.
This course is required for workers using boom lifts, trailer-mounted EWPs, truck-mounted lifts, or telescopic booms that extend past 11m. It applies across construction, maintenance, mining, utilities, and event rigging roles.
Training is delivered face-to-face at our Belmont or Naval Base facility with hands-on practical experience using compliant EWP equipment. Final assessment is conducted by a WorkSafe WA licensed assessor.
You must hold a WP High Risk Work Licence to legally operate a boom-type EWP with a boom length over 11m in Western Australia.

This unit covers all aspects of operating a boom-type elevating work platform (EWP) with a boom length of 11 metres or more, and meets the requirements outlined in the National Assessment Instrument for high-risk work licencing in Western Australia. Training is delivered face-to-face by qualified trainers and includes both theoretical and practical components.

Understand how to assess worksite conditions, establish exclusion zones, and prepare lift plans based on boom height, load limits, and environmental factors. - EWP operation techniques:
Gain hands-on experience operating a boom-type elevating work platform to access elevated areas safely and efficiently, including the use of harnesses and fall arrest systems. - Working at height safely:
Learn how to manage risks while working at elevation, including stability management, emergency descent procedures, and dealing with overhead hazards. - Shut down and secure procedures:
Apply correct shutdown, isolation, and post-operation checks to ensure equipment is left in a safe and compliant condition. - Communication and safety protocols:
Use standard communication methods, including hand signals and two-way radios, and apply site safety rules to prevent incidents during elevated work.
Language, Literacy and Numeracy (LLN) Assessment Requirement
To ensure prospective students have the necessary LLN skills to successfully undertake their chosen training, it is a mandatory requirement to complete an LLN assessment prior to booking confirmation.
Assessments are conducted by a WorkSafe WA licensed Assessor in line with high-risk licencing requirements. Participants must successfully complete a written theory test and a practical assessment to be eligible for a WP High Risk Work Licence to operate a boom-type EWP over 11 metres.

Training Outcome
Upon successful completion of the course, participants will receive a Statement of Attainment and a Notice of Assessment, which remains valid for 60 days. To obtain a Western Australian High Risk Work Licence, you must submit the following to WorkSafe WA:
• A copy of your Statement of Attainment
• A completed WorkSafe application
• The applicable WorkSafe fee
Please note: The course fee does not include the WorkSafe application fee of $115.
KITA offers a service to lodge your WorkSafe High Risk Work Licence application on your behalf for $115, which includes administration costs. (This fee is subject to change.)

- Persons must be 18 years of age or older
- Photo ID must be presented i.e. current driver licence or passport
- Basic numeracy skills
- Basic English language and literacy skills
Personal Protective Equipment (PPE): To enter our workshop, participants are required to wear steel-capped boots, long pants and long-sleeved shirts. Hardhats can be provided if you cannot bring your own.
Language, Literacy, and Numeracy (LLN) Requirements: Participants must be able to read, write and understand English. Bookings will only be confirmed once the LLN assessment has been completed.
Individuals holding a Student Visa are not eligible to enrol in or attend the course as KITA is not a registered CRICOS (Commonwealth Register of Institutions and Courses for Overseas Students).
